HELENA-WEST HELENA —

The Phillips County election Commission will meet at 3:15 p.m. Monday, Aug. 30 in the Election Commission room on the top floor of the Phillips County Courthouse. The purpose of the meeting is to determine by lot the order in which the names of the candidates will appear on the general election and non-partisan judicial runoff election to be held Nov. 2.

The SRT Troop Commander was on the ground and had there been any sort of "Gang Fight", or riot, Sgt. Bivens would have taken charge and called for necessary troop deployment to quell such incident or riot. It the situation had escalated to that point I would have been notified again. I possessed the necessary information from our Law Enforcement Communications Department that nothing was out of control.

I have three years of Crowd Control Training while I was with the 35th Division-140th Infantry, assigned to a tough neighborhood in St. Louis, Missouri, so we can handle it including rumor mongers (part of our training). One of our armored units took control of Kansas City during an armed insurrection. A medical center in Kansas reported over 350 victims of "hunting incidents" that night. We have the expertise and the will to do our job with out some uninformed person trying to muck things up.

There was NOT a GANG FIGHT. Two or three people were fighting. Two were injured and sent to HRMC. Following treatment, they were released and sent home. You should not be the purveyor of rumors or canards. Your responsibility is to be right because you are a leader.

Suppose someone said that these men were fighting over a TAMALE and the poor quality of service provided by a local tamale guy. Would you repeat that? Would you?

I was at the Exxon shortly after this happened. There was nothing present to indicate that a GANG had a thing to do with this incident. There were several police cars. However, the largest group of people were the spectators trying to find out what happened.

I have fielded several calls on this matter. Many people were concerned because they heard that "something" had happened at the Exxon and wondered if the staff members were okay and who the perpetrators were.

Finally, while this incident happened at the Exxon, it had nothing to do with the Exxon. These guys were outside on the parking lot. This could have happened anywhere these guys, who dislike one another, were present at the same time.

Report this to your friends such that they at least have the truth.

[ALDERMEN:872] Fwd: FW: Helena-West Helena disaster grant project

Gentlemen:

I have asked Mrs. Norman to attend the council meeting on Tuesday to explain this grant opportunity. We have been pre-approved for just over $400,000.00 in disaster related grant funds. These monies require no match. We need six (6) affirmative votes on the pending resolutions in order to move to the next phase in this grant process. The monies were applied for following your authorization of Mike Marlar and me to go forward with various street, drainage and parks projects. This money will be steered toward various street projects.

I will ask Mr. Marlar to appear as well to answer any engineering questions.
