[ALDERMEN:829] TWO EVENTS THIS SATURDAY, MAY 1ST -- FYI

THIS CITY CLERK, MRS. SANDI RAMSEY, HAS PROVIDED ME WITH THESE REMINDERS TO BE SHARED WITH EACH OF YOU:

The South Helena Community Center will host a May Day Event on Saturday, May 1st as a grand reopening of the South Helena Community Center.  Games, Food and Events for all will be provided.  The time is Noon to 6 pm.  (Rev. Robinson realizes the majority of the crowd will probably arrive between 1 and 3 pm).   He would like the Council to see what they have done with the building and grounds since the City provided them the building.  In the event of rain, the celebration will be inside the Center.

"Sharing in the Rainbow Community Health, Learning and Harmony Fair", Saturday, May 1st, 10 a.m. to 2 p.m. at the 100 block of LaSalle Street, West Helena Housing Authority, Located between Desoto and Marquette Streets. Mr. Tate advised that in the event of rain.......they will move to the CHS - 11-12 Gym.

Dear Water Permittee,

 

At their April 23, 2010, the Arkansas Pollution Control and Ecology Commission requested that ADEQ seek additional information from interested stakeholders regarding the economic impact/environmental benefit (EI/EB) of the proposed changes to Regulation No. 2, Water Quality Standards.  ADEQ has previously completed an EI/EB analysis, as required by Regulation No. 8, Administrative Procedures, for the proposed changes to Reg. 2.  The proposed changes and the EI/EB analysis can be found at:  http://www.adeq.state.ar.us/regs/drafts/reg02_draft_docket_10-002-R/reg02_draft_docket_10-002-R.htm

 

ADEQ requests that all interested stakeholders provide information regarding the economic impacts and environmental benefits of the proposed changes to Reg. 2.  Please be as specific as possible, including the following information:

 

  1. The name of the facility or permit that will be affected.
  2. The basis for determining the impact or benefit, including supporting documents
  3. The specific change to the regulation that will cause the economic impact or support the environmental benefit

 

In order to report this information to the Commission before their regularly-scheduled May 2010 meeting, ADEQ must receive this information no later than 4:30 p.m. on Monday, May 17, 2010.  You may send all information to Jamie Ewing at the address or email listed below.

[ALDERMEN:826] Former Mayor Johnny Weaver--Recently Hospitalized

I visited former Mayor Johnny Weaver in Helena Regional Medical Center today. He is recovering well and expected to be home this evening. On Tuesday night, following the Michael Baisden One Million Mentors Campaign Event, he had an episode with seriously elevated blood pressure. It is NOT believe to have been a stroke. He will follow up with treatment from his PCP, Dr. David Webber and relevant specialists.

Please remember former Mayor Weaver in your prayers.

[ALDERMEN:825] FILMS AND RECORDINGS OF COUNCIL MEETINGS (My Apology)

I have watched the video of the council meeting from the other night.

I was wrong in my statement that the audio recordings of our council meetings are "housed" on radio station computers. The recordings are captured by Elijah Mondy, III; and saved on electronic media. That media is a separate portable hard drive. We will begin making discs from that device for the sake of the council members so desiring. 

I made the statement that the audio is "house" on radio station computers at the city council meeting on April 21, 2010 about one hour and fourteen minutes into the meeting. It was made during a discussion with Mr. Hudson about ownership of the recordings and other related matters. I was wrong.

There has never been a question about the location of the audio files until now. Certainly, all council members and elected officials are provided a copy of the video recording of the meetings. I am extremely sorry for any impression that I may have given to the contrary to the actual facts.

POMPANO BEACH — Broward Sheriff Al Lamberti filled his silver .357-caliber revolver with several blank cartridges, and pointed the pistol toward the sky.

Bang, bang, bang, bang!

Sound sensors, hidden in secure locations across the neighborhood, picked up the gunshot sounds and relayed the information to software, which immediately pinpointed Lamberti's shots to within a few feet of where he stood. A computer monitor displayed the location on a map.

The Broward Sheriff's Office on Wednesday began using the ShotSpotter system in northeast Broward County to detect when and where gunshots are fired, Lamberti said.

ShotSpotter is aimed at fighting gun violence by letting deputies and paramedics respond faster to shootings or learn about shootings that would otherwise would have gone unreported.

Lamberti demonstrated the ShotSpotter to deputies, Pompano commissioners, FBI agents and reporters who gathered in a Pompano Beach field Wednesday morning.

"With this technology in place, it's going to take the human factor out of it," Lamberti said. "We still want the [911] calls. But even if nobody calls, ShotSpotter is going to let us know that a gunshot incident occurred."

The FBI loaned the system, which costs an estimated $500,000, to the Sheriff's Office for one year. Lamberti said if the testing proves it's effective, the Sheriff's Office would consider seeking grants or other funding to buy its own system.

ShotSpotter guarantees accuracy to within 75 feet, but the system usually narrows it to within 3 to 10 feet, said Gregg Rowland, senior vice president of sales and marketing for ShotSpotter Inc., based in Mountain View, Calif.

The system can differentiate between gunshots and other loud noises, such as malfunctioning cars or fireworks, he said.

Fifty law enforcement agencies across the United States have bought the system, including Riviera Beach, which will begin using it soon, Rowland said.

Rowland said ShotSpotter has helped reduce violent crime in some communities by as much as 40 percent, and overall gunfire by as much as 80 percent.

Nationwide, some communities have opted for 1 square mile of ShotSpotter coverage. Washington, the largest installation, has 16 square miles of coverage.  

Lamberti didn't want scofflaws to know the coverage area in northern Broward, so he declined to say exactly where the sound sensors were placed. He said Pompano Beach is participating and possibly other areas.

Pompano Beach was chosen because it had a high number of gunshot reports -- nearly 300 -- from November 2008 to September 2009, Lamberti said. Some calls were unfounded.

Wednesday's demonstration was held across the street from Hunters Manor Park, where Randolph Canion, 33, of Pompano Beach, was fatally shot during an argument in May 2009.

Lamberti wondered aloud if ShotSpotter could have helped save him, asking, "If the system had been in place then, who knows?"

He said ShotSpotter could eliminate the minutes needed for the 911 process, and help save a gunshot victim's life. "It could be the difference between life and death."

ShotSpotter guarantees accuracy to within 75 feet, but the system usually narrows it to within 3 to 10 feet, said Gregg Rowland, senior vice president of sales and marketing for ShotSpotter Inc., based in Mountain View, Calif.

The system can differentiate between gunshots and other loud noises, such as malfunctioning cars or fireworks, he said.

Fifty law enforcement agencies across the United States have bought the system, including Riviera Beach, which will begin using it soon, Rowland said.

Rowland said ShotSpotter has helped reduce violent crime in some communities by as much as 40 percent, and overall gunfire by as much as 80 percent.

Nationwide, some communities have opted for 1 square mile of ShotSpotter coverage. Washington, the largest installation, has 16 square miles of coverage.  

Lamberti didn't want scofflaws to know the coverage area in northern Broward, so he declined to say exactly where the sound sensors were placed. He said Pompano Beach is participating and possibly other areas.

Pompano Beach was chosen because it had a high number of gunshot reports -- nearly 300 -- from November 2008 to September 2009, Lamberti said. Some calls were unfounded.

Wednesday's demonstration was held across the street from Hunters Manor Park, where Randolph Canion, 33, of Pompano Beach, was fatally shot during an argument in May 2009.

Lamberti wondered aloud if ShotSpotter could have helped save him, asking, "If the system had been in place then, who knows?"

He said ShotSpotter could eliminate the minutes needed for the 911 process, and help save a gunshot victim's life. "It could be the difference between life and death."
