Thanks for providing me with the same information I shared with you and the entire community on October 15, 2010 via http://jamesfvalley.wordpress.com. I received this via mail on yesterday as well. I am sure that all council members received their copies through the mail as well. I provided this information to the general public as soon as it was available from legislative audit. This administration has been very transparent. This posting has been viewed by 141 people as of today. It has been downloaded from my blog site as well.

You should be mindful of at least one thing as you point out the shortcomings listed in this audit. This audit covers a period of time, generally, that had already passed when the auditors presented the last findings at our council meeting on October 20, 2009. Therefore, all of 2008 and most of 2009 had already passed prior to the presentation of the findings which are now indicated as repeat findings. Remember the time line.

I will be in Little Rock on November 12th to meet with Legislative Audit.

Mike Boone, Helena-West Helena City Treasurer, has posted another financial report. The detailed report is listed in the file below.

The report shows an account balance of $161,837.10 as of the end of September in the city's general fund account. Our year to date income statement balance, as detailed in this report, is $401,149.98. That means, we have received, as income, $401,149.98 more than we have expended over the same period of time.

Our revenues, in the GENERAL FUND, have been nearly $7,000,000.00 this year. Our city treasurer has provided detailed reports of this nature on a regular basis. He uses the data entered by the office of our city clerk compile these reports. I thank them for their work.

Attached is a current list of 61 cities that have adopted the resolution recommended by the League to endorse Issues #2 and #3. I know of approximately 15 others that are scheduled to do so in the next 2 weeks. If your city has adopted the resolution and is not on the list, please let me know so it can be added to the list that appears on the campaign website at http://jobsforarkansas.com/supporters.php

Thanks to all who have helped get the message out about the importance of these amendments to cities, particularly Issue #2. If it is not passed, cities will be unable to finance important projects in 2011 with local sales taxes, and possibly longer. We were pleased to see last week's editorial endorsement by the Arkansas Democrat-Gazette which is attached. The actual comments about the amendment begin on page 2 after a lengthy introduction. In conclusion, the editorial says:

"The constitutional amendment proposed in Ballot Issue No. 2 would repeal the now archaic cap on the interest rates of government bonds and loans, and let the Legislature change the limit to suit the all too unpredictable economic times. At the same time, it preserves the 17 percent cap on interest rates for consumer loans. If this change becomes law, it would encourage both private and public investment in Arkansas, which needs both kinds. Last time we checked, Arkansas has the most severe restrictions on interest rates in the Union, which can be good news only to other, competing states. The natural enough result is that, in the Natural State, loans are hard to come by these days. For the legal rates are far below what the market will bring, and lenders are either hoarding capital or investing where the returns are better. It can prove expensive, being stuck in medieval times. No wonder the state's economy, while not struggling, isn't thriving, either. When the time comes to cast their ballots this election season, voters with a sense of reality can remove this crippling barrier by voting For Issue No. 2." Ark Democrat-Gazette, Oct 7, 2010

It is my understanding that Officer Chris Hellums was just involved in a single car accident in a police unit near the intersection of Oak Forrest and Oakland Avenue. The car flipped. Chris exited the vehicle on his own. He was able to ambulance. As a precaution, however, Pafford Ambulance was dispatch to check things out. I will update this message as soon as I have more information. Please keep our police officers in your thoughts and prayers as we go forward.

[ALDERMEN:897] Helena West Helena FEMA Ordinance passed October 5th -- Entered Into Natural Database

According to the email below, Mr. David Hiegel, Natural Hazards Program Specialist, FEMA, Region 6, has entered a note into the NFIP Database which states "for Helena-West Helena, I have just entered the note "complied – no suspension"."

For that, I thank each member of our city council, our city clerk, city attorney and the staff people who helped to make sure we are compliant.

Thanks to those cities and towns that have already adopted the endorsement resolution recommended by the League. See the attached for a list of endorsements as of last week.

With those that have already taken action and those in the works, we are 2/3 of the way to a compelling message of 100 endorsements from cities and towns all over the State, both large and small.

If your city or town has not adopted the resolution, please consider doing so by mid October. The sample resolution is on the League's website www.arml.org . Also, please do all you can in your communities to encourage the public to approve Issues #2 and #3 at the November election. You can find campaign info at www.jobsforarkansas.com .
