[ALDERMEN:853] Police Vest

That there be no misunderstanding or misquote, I am sending you this e-mail.   I am in favor of  outfitting our police officers with protection vest that they may  fight crime w/o fear of getting killed by a criminal with heavy fire power.  I am a firm believer in supporting our law enforcement financially and with excellent  necessary equipment.   In order to invest financially in equipment upgrade,   I as a council member must know our financial condition of the City.  I cannot in good conscience spend money and not know how much money we have available to spend.  I have not received a financial report telling me the city’s financial condition. The Mayor said we have $220,000 Surplus and a member of the Council told me we have 1.2 Million deficit.   I am therefore giving notice to the treasurer for financial reporting and information to enable me as a council member to do my job.    Please Mr. Treasurer give us a full Financial report!  I have asked for a list of current liabilities, list of bills owed, and outstanding checks.

[ALDERMEN:852] Prosecutor Files Petition to Recover Unauthorized Expenditures Against Various City Officials and Employees

I received word from a newspaper reporter that Fletcher Long, Prosecuting Attorney, has filed two (2) actions in the circuit court of Phillips County, Arkansas today.

1. Petition to Recover Unauthorized Expenditures - in the Civil Division; and

2. Information (i. e. petition to remove Michael Boone as City Treasurer) in the Criminal Division.

The persons named in the petition are James Valley, Vincent Bell, Michael Boone, Brian Holloway, Victor Jordan, Joyce Keaton, Bennie Phillips, Jeremy Powell, Ronald Scott, Miguel Casarez, Christopher Clash, Delena Henderson, Chanta Mansfield, Christopher Miller, Terry Newsome, Robert Rogers, Michael Thomas Carl Vann and Alphonso Jones.

[ALDERMEN:851] City Council Meeting Rescheduled from tonight to Monday, June 28, 2010 at 6:00 p.m.

Because we would not have a quorum in attendance at the meeting scheduled for tonight, the city council meeting has been rescheduled for Monday, June 28, 2010. This is a special called city council meeting to address resolutions needed prior to June 30, 2010. Most pressing is a resolution to authorize the mayor to sign a grant application for the Boys & Girls Club of Phillips County to seek funding for an air conditioner in the gymnasium at the club.

I believe it is also an accepted practice the Vice Mayor or Mayor Pro-tem can be placed on the signature cards without further problems!

Resolution 6 of 2006 placed the Mayor, Clerk and Treasurer on the cards.

I have not located an ordinance or resolution that lists Mr. Jarrett as he was

Chair of the Finance Committee.  Please note that I did not find that

the City of Helena or West Helena had ordinances or resolutions that placed their

Chairs of the Finance Committee on the cards. It was just an accepted

practice .  I have ask the Mayor to check into this also.
